Five chairs block recording of council meetings

High Peak Borough Council leader Caitlin Bisknell withheld permission to allow recording of the meeting of HPBC Executive that took place last night (24th July 2014), bringing to total number of chairs who have refused such permission in the last month to five. According to the constitution of HPBC: "Should any member of the public wish to record any part of a meeting, by visual and/or audio means, approval would be required from the Chair of the meeting". As far as can be ascertained such permission has never been granted.

The rules change on August 6th when the Openness of Local Government Bodies Regulations 2014 come into force and anybody has the right to make recordings at open council meetings.
